Three of the five highest-priced cities in Santa Clara County earn no flood insurance discount at all. Los Altos Hills, at a median sale price of $5,475,000, Monte Sereno at $4,668,000 and Saratoga at $4,100,000 do not participate in the Community Rating System. Gilroy, at $1,100,000, earns 15 percent. The pattern is not an oversight.
